The price of capability and of understanding

The claim synchronism repeats most often is that civilisation puts far more into building capability than into understanding what it is building. This case tests it on the most vivid example: AI against the science of consciousness.

Claim

Private capital in the AI industry and the consciousness research programme cited here are of sharply different magnitudes. The data assembled gives grounds to investigate the asymmetry of resources, but establishes neither a general ratio nor that the science of consciousness is underfunded.

Method

  • For private investment we take the global figure for 2025 from chapter 4 of the Stanford Institute for Human-Centered AI report for 2026. It rests on the Quid database and covers private funding of companies that have raised more than 1.5 million dollars since 2013.
  • For consciousness we take the announced financial commitment of the Templeton foundation to its programme for accelerating consciousness research. We record the sum, the date of announcement and the type of figure; we do not convert a programme budget into annual spending without a payment schedule.
  • We separate three tasks: describing these sums; assembling comparable annual data for the fields; and checking whether extra resources remove a specific bottleneck. Only the first is done here. Separately we check whether consciousness research with experimental results exists at all.

What we see

344.66 billion dollars in 2025

The Stanford report gives this figure for global private investment in artificial intelligence in section 4.2, pages 178–179. It is capital raised by companies, not a sum spent on research or compute.

30 million dollars for a programme

In an announcement dated 23 June 2023 the Templeton foundation names a financial commitment of 30 million dollars for its programme accelerating consciousness research. Two thirds of it is designated for up to five large projects. This is one programme, not the field’s annual budget.

Experiments testing theories do exist

In 2025 an international consortium published in Nature an adversarial test of integrated information theory and global neuronal workspace theory involving 256 people. The results supported some predictions and cast doubt on important claims of both theories. This is an example of substantive research work, not proof that any increase in budget would be productive.

What is missing for a ratio

We have not assembled the total annual budget of consciousness research or a comparable budget for research in artificial intelligence. Dividing the figures given would compare an annual flow into an industry with one foundation’s commitment; it would not measure the overall asymmetry of resources.

Limits

  • Building capability and deepening understanding can happen within a single project. Research into consciousness, into intelligence and into social consequences are also different lines of work. Without a classification rule they cannot be added into two non-overlapping budgets.
  • A single grant programme does not represent the whole science of consciousness. Our selection contains no continuous accounting of state, university, private and philanthropic spending over the same period.
  • Private investment, announced grants and actual research expenditure are different indicators. A large difference between sums does not by itself establish either the cause of a gap or the optimal distribution of funds.
  • The existence of experiments does not prove that funding is the main constraint. A shortage of money has to be told apart from a shortage of methods, of people, or of testable hypotheses. The conclusions of this case cannot be carried over to biotechnology without separate data.

Conclusion

The contrast between the magnitudes cited is real. The claim that annual spending on consciousness research is at least a hundred times smaller than spending on building artificial intelligence is not established by this material. For synchronism the next step is to assemble comparable budgets and to name the research whose result could remove a specific gap. A full accounting may change our estimate of the scale; data on the return from additional funding would be the practical conclusion about resource priority.
